Windshield Washer Fluid Pressure Issue

I have a 1993 850 GLT. For the past year, the washer fluid has blown out of the jets (at a standstill and on the highway) at a great pressure. Just last week, the fluid barely exits the jets. I replaced the pump (was the original)and the in-line washer fluid filter (had a few specks of something in there). Replacing the pump was a bear. I made sure the lines aren't pinched anywhere. The problem now is the fluid comes out at a lousy pressure, on the highway, hardly at all. The jets are upgraded from a S80, the hoses aren't pinched anywhere (I traced them end-to-end), the filters are clean and the pump is new (aftermarket VDO/Siemens). Any ideas?

Another question - behind the passenger headlight are two washer fluid hoses paired off. One is a breather hose for the tank itself. The other hose comes OFF a "T" and goes nowhere - what's that one for? The headlight wiper/wash system is connected separately and works too.
