Latch loose in 96 855T 850 1996

I've been having problem with a rattle in the cargo area of my 96 850 turbo wagon. I finally took off the inside pannel of the liftgate and discovered that even though the three bolts holding down the latch are tight, the latch itself is wobbling around and is likely making the noise when driving.

Has anyone seen this before? I don't see any obvious way to tighten the latch other than the three bolts (tightened with a torx bit). Since I already have the three bolts tighted down I would assume I'm looking at either tightening the latch somehow or replacing the latch and anything attached to it.

Can I just replace the latch or do I have to replace more? If this is a fixable item (hopefully just tightening somewhere) how do I tighten this thing down?
