so the Mrs drove over a concrete parking block and then tore the 'dark heavy plastic cover' at the bottom of the car towards the front when reversing out of it.

I undid the two ears on each side of the cover. There is no recycle thing ... any idea what it is called -- exactly?

Previous post called it: Air Guide. Part #1372791-2 for $130 .. can anyone confirm this based on my description.
