Code P0410 but Aux. Air Pump will run if middle terminal of relay is grounded.

Hi:

My 97 850 GLT (with turbo) is comming up for the province of ON emissions
test in March. The car had been blowing black smoke on acceleration,but I could
not find any vacuum leaks. The previous fix for this condition was the wire tye
for the connnector on the MAF (see Bay 13 @ volvospeed). Cleaned the connections
for the MAF and wire tyed again (twice) with no improvement.

I finally clued in that the Check Engine Light was burned out, it does not light
up when the key is turned before starting the car. A friend told me that some
used car dealers put 24 volts across this bulb to blow it, so the CEL light is
not on when they sell the car.

CTC had the Innova 3100 OBDC scanner on sale for $149.99 Canadian, $100.00 off
their list price. So I got that and read the codes:

P0172 System too rich bank -1
P0410 Secondary air injection system malfunction
P0102 Mass or volumn Circuit low input

After spraying throttle body cleaner through the MAF and cleaning the throttle
body, and replacing one elbow that looked bad the P0102 code went away, but a
new code appeared: P0131 O2 sensor voltage low bank-1, in addition to the
P0172, and P0410.

Replaced the font O2 Sensor with a Bosch unit and the gas milage is up, no more
black smoke and the only code remaining is P0410.

This is a puzzel, as I paid to have the air pump and the SAS valve replaced
last winter when ice burst the end out of the air pump. I can run the air pump
by connecting +12 volts to the front terminal of the gray relay that is attached
to the air pump. The back terminal is already connected to + 12 volts. I can also run the air pump if I ground the middle terminal on the relay.

A blue wire with orange strip. connects to the middle termial, and arrears to be connected to a vacuum operated switch or controller above the rad, with a green wire, in a two wire connector. An ohm meter connected to the blue and orange wire at the connector (top of rad.) and the end of the wire at the air pump indicated an open circuit, but I donn't know if there is anything else connected between these two points, or if this is even the same wire.

My Haynes manual has no wiring diagram for, and does not show the Auxiliary Air
Pump at all.

Any help would be appreciated.
