Squealing from front axle, help! V70-XC70 1998

The squealing remains at the same pitch regardless of speed. It doesn't seem to go away when applying the brakes. This made me thing it wasn't the brakes, but everything else makes sense. I know the pads are worn and near the point of needing replaced.

Strangly enough, tonight I took the car for a drive and I can't duplicate the problem.

If I can get it to duplicate, what would a burning hot wheel indicate?
