When you say bind up, do you mean that it is hard to move the key to start? Or just hard to get to position one because you have to wiggle the steering wheel? If it is not the steering wheel, then it could be the ignition switch, which is behind the key lock. Easy to replace, one you get the plastic clamshell off the steering column.
