S40-2000 Turbo line(?) oil leak S40-V40 2000

I was changing oil on my S40-2000 US with only 39K and found some oil leak spots on the back side of the engine.
My first reaction - engine block gasket - but upon close examination looks like it is coming out of turbo line seal:
I see a 6-8 inches 1/2-inch dia pipe coming from turbo to the engine. It is attached with 2 screwes to the turbo, but on the engine side it looke like just a seal, I don't see any screws.

This pipe seal is about an inch and half above the engine block gasket and I see oil spots all way around the connection place.

Is this a common problem on S40-2000?
How difficult to replace that seal?
Can regular mechanic do it or I have to pay big bucks to the dealer?
