60,000 mile service, keyless remote, etc S60 2001

I took my S60 T5 down to Lincoln Mercury Volvo of Tulsa for its 60,000 mile
service today. I talked to David Taylor, the service manager, showed him a
couple copies of Rolling Mag and pointed out the page that shows the companies
that give discounts to VCOA members. He was impressed and said that he could
probably swing it too. Seemed like a nice guy and pretty familiar with Volvos
although he has only worked on them since 1978. (I think that is when he
graduated from High School.)
They seemed to treat me OK, took me down to the mall (which I only get to maybe
2 or 3 times a year) while they worked on my car. By the time they brought
me back at 1 pm they were done and the cost was about what I expected, a little
over $500. BTW this is the first time I have taken a car to a Volvo dealer
since maybe 1975 or 1976. So it was kinda strange to me especially at that
price.
They told me that they cannot reprogram a keyless remote, that I have to buy
a new one and have them program it and that will cost something over $250.
Does this sound right? Anybody figured out a way around this? I only got one
with the car and then bought another one on ebay for $3. It looks just like
the one I have, has the same part number and everything.
So if anyone has any ideas on this I'd be most eager to know.
