Interior Console painted on my S60? S60 2002

I have a question the color is chipping off around my console and also the door over my cup holders. It is charcoal or dark gray but underneath is a lihter colored gray, Is this normal? Has this console been repainted? I wonder if i have been had again on a pre-owned purchase.
