Turbo has stopped cutting in on S40

I serviced my 2002 S40 at the weekend, replaced air filter, oil filter, fuel filter and oil. While I was servicing the car I noticed a small amount of oil at the back of the engine near a small component that looks like it is part of the turbo system. The component has an arm that can be pushed down, it comes back up again once de-pressed.
Since the service the turbo has stopped cutting in on the car. I don't know very much about the turbo system and have no idea even where to start looking.
Has anybody got any suggestions or even know the function of the part I am trying to describe?
