parking brake?

For a while now my parking brake will have very little grab and the lever pulls all the way to the top. But when I wash my car or it rains the rear drivers side caliper will bang to overcome the rust that builds when it dries as I back up. After the bang occurs the parking brake works fine and the lever works as usual pulling up a few clicks.

Any ideas?
