no power steering after having had the power steering rack replaced...... 850

The TRW rack was seeping fluid, so my mechanic ordered the rebuilt rack, and installed it this morning/afternoon. The problem being, that at low speeds the steering is more stiff than the rack & pinion steering on my Scirocco; at high speeds it(being the steering) gets a little more loose, but still not at what it was this morning before the rack was replaced. Is it possible that the rack is bad, or did my mechanic miss something? Thanks in advance :)
