recirculate damper lever not working? 850 1994

When I press the toggle switch to turn recirculate on and off on my 850 it seems to do nothing. The LED stays lit and there is no discernible difference in how strong the blower motor runs as it used to happen on my 240 and on many other cars I've driven.

My mechanic told me that the issue could be a broken damper lever that controls the recirculate vents I suppose.
I've searched on the forum and haven't found much information on the location of this lever or if anyone's fixed it themself.
Can anyone offer any information. I have a Chilton and have looked there too with no avail...
