Noise from inside steering wheel and dashboard! S70 1999

I've got a problem with noise coming from the inside of the steering wheel and dashboard. The problem has existed since the car was around 700 km old!! It sounds like something is loose and "flying around" in there but Volvo hasn't found the problem although they have tried to fix it at least nine(9) times!! Now, after 170 000 km it's worse than ever...

So, has anyone heard of this before and has anyone an idea of what to do?
