Clear Coat 850 1996

Hello All -
Two years ago when I replaced the useless fender "Volvo" labels with turn signals, I discovered that the clear coat underneath was not uniform. The paint is fine, but you can quite noticibly see (in the form of divets, almost) where the clearcoat was not bothered with where that little marker was. Problem is, the light is smaller than the marker.

Has anyone had any experience repairing just the clear coat? Would the process essentially be like repairing a paint chip, but just doing the clear coat and using "Langka" to smooth the blob?
