A/C Condensor radiator Fan intermittent 850

I recharged my A/c and can get the compressor to stay now on but the radiator fan keeps cycling on/off every 3 seconds or so. Shouldn't it stay on when maximum A/c is required and/or the compressor is engaged? Otherwise, you wouldn't be cooling off the condensor adequately. When I leave the car running long enough to require the radiator fan to turn on for reducing the engine coolant temperature, the fan stays on for as long as necessary to reduce engine coolant temp. I'm thinking I have a bad relay for the A/C needs but am unsure if the engine coolant side uses the same relay. Are there separate relays involved here?
