V70 Blower Motor Runs with ignition off: Microsoft? V70-XC70 2001

Does Microsoft software run the climate control unit in the V70? Yesterday, for the second time this summer, I went to my car to find the blower motor running at top speed. It was off when I shut off the car. which had been sitting for an hour or so.

I thought I remember reading a post about this but I could not find it. In addition my car has that common problem of the occasional no A/C that returns once I have been moving at speed.

Your thoughts, suggestions and input are welcome as always.
