Is it true that you can't use a used ECM on 99 & later? V70-XC70 1999

I may have killed my ECM. While waiting for the dealer to diagnose, I checked the price of a new one from Brentwood Volvo ($939.58 plus core) and a used one.
The Volvo specialty wrecking yard in Sacramento CA says that it is impossible to use an ECM from a wreck on 99 & later cars. New ones only. Is that true? The VADIS machine cannot reprogram a computer? What happens when a new ECM is no longer available because some component on the board is no longer made?

Also, anyone have an opinion on whether or not I need a new ECM? I did a compression check, put in new plugs (same Bosch plugs as I took out) and afterwards the car would not start. Before starting, I checked www.alldatadiy.com to see if any special precautions were necessary on the distributorless ignition, and they showed nothing. (In fact, there was a diagram showing a compression gauge in a plug hole, and a disconnected plug wire lying next to it.) I am wondering if cranking the engine with everything connected except the spark plugs zapped the computer (or all 5 coils)?
