Clogged Windshield Washer Fill Tube? 850 1995

I tried filling the windshield washer fluid resevoir the other day and it appeared to be clogged. The second I poured some fluid in the tube, the tube filled right up to the top.
Now, I had no idea there was some kind of sock/bag/screen down inside the fill tube when I jammed a coat hanger wire down the tube in an attempt to dislodge whatever was clogging the fill tube. Ofcourse, now I do and one thing I'm sure of is that if it wasnt ripped before, it is now. I ripped the sock/bag thing in the filltube.
Is there some way to tell what might have been clogging the tube to begin with? I looked in my HAYNES manual and have searched and posted (twice) at Volvospeed Forum. No mention of the mysterious sock/bag thing in the HAYNES manual and no one has responded on Volvospeed.
SO, I havent found any pictures of what the sock/bag is supposed to look like when it is functioning correctly and I havent found any description of what it's supposed to do. *Note: There appears to be some plastic piece inside the sock/bag.....* Anybody familiar with this item???
