Low Brake Pedal 2003 XC70 35k miles V70-XC70 2003

Hi Folks,
I am buying a 2003 XC70 that has a low pedal (brake). The brakes work fine when you get the pedal near the floor. Does it just need new pads? I had a 2001 XC70 and it had a "normal" brake pedal.
