Hard Start 850 1995

I have a 1995 850 GLT and it has been having a tough time starting. It has been taking 4-5 seconds to start unless I turn it over stop and then turn it over again it will then start up right away. Funny thing is It will start up right away when the gas tank is full. Once it does start it runs perfectly. Both Check Engine and Service lights are on. Any help would be greatly appreciated.
