rear seatbelt won't release, jammed V70-XC70

Hi,

I have a 99V70R and the passenger side rear seatbelt is jammed in the fully retracted (not in use) position, I can't get it to release. It must have happened when the seats were folded down because the belt is so far retracted that I can even lock the seat in the upright position because the belt stops it.

Is there some way to release the belt?
