S70 Air Pump S70

The air pump on by s70, 98 is making whining, high pitch sounds when it runs and I believe it has water in pump. Can the 1/8 inch hole that is recommended be drilled in the bottom of the pump without removing the pump from the car. From underneath if car is raised up. Thanks jimbob
