If you do not like your dealer's service department, and you told them so, find another dealer. Only a dealer has the equipment to program a new key fob, and they tend to get very pricey. Some dealers inflate the programming cost if you buy a fob from Ebay instead of their own parts department.
Oh, complaining to Volvocars.us will not help much, but please complain anyway.
