850 keys and locks 850 1994

I have two keys for my wagon, one that has a big head and one with a smaller head. I'm familiar with the valet system and what not, however there seem to be some issues:

Big Headed Key
-unlock/lock side doors
-unlock/lock on glove compartment
-locks/unlocks rear trunk floorboard latch with rear facing seats
-DOESN'T unlock/lock tail gate

Slimmer headed Key
-unlock/lock side doors
-unlock/lock tail gate
-DOESN'T unlock/lock glove compartment
-DOESN'T unlock/lock trunk floorboard latch with rear facing seats

does this make sense? shouldn't there be a master key that does it all? Are there three keys and if so am I missing it?
