How is the fuel filler door hinge attached to the body? S80 2000

I am taking care of little things on my son's 2000 S80 T6. The black plastic hinge w/spring that holds the fuel filler door to the body is broken. I removed the trunk liner but there doesn't appear to be access there. My two guesses are 1] remove the fender liner in the wheel well or 2] Pry it out - it must have plastic studs that push in. BEFORE I do anything can someone who has knowledge tell me how to get it off? Also, besides the dealer, are there any after market sources like IPD, Groton etc? I didn't see the part there.

Item 2 is the gas cap tether is broken. It has a collar around the cap. The rubber strap broke. Can the tether be purchased separately from the cap ? Alternatively, has anyone come up with a clever fix using the exisiting collar?
