09 V70 Defrost Problem V70-XC70 1998

My 98 V70 fogs my windshield...when I turn on the defrost or heat. In cold weather, I can have a clear windshield, but if I need heat, the minute I turn on heat...the windshield fogs up. Then I switch to defrost and it actually gets worse. Sometimes I have to pull over and wipe the windshield to even continue down the road. There is no unusual level of humidity in the car that I would think would cause this issue. Any ideas from you gurus?
