98 S70 Backup Lights Not Working S70

I have a 98 S70 with 115,000 miles. I have had some issues with the right rear tail lights recently - I just replaced one of those holders that you plug the bulbs into and changed all of the bulbs on the back of the car. After all that was done the back up lights are not working. When I put the car in reverse the backup lights flash for a second, but do not stay on. The fuse (#27) also controls the turn signals, and they work, so I don't think it's that. I'm wondering if it's something at the gearshift lever that is having a problem (sensor? contacts dirty?) Has anyone had similar issues like this? I don't want to take the car in for work unless I have to, but I need back up lights or I will not pass inspection.
