Tailgate rattle kit 850 1996

I picked up one of these and it seems fairly self-explanatory -- bend the tabs, screw them in, use the new fasteners.

But how does one remove the tailgate panel? Most of the fasteners have disengaged of their own accord, but the facing around the latch is on tight. What's the drill?

Any other advice on this?
