No start - P0116 code V70-XC70 1999

I would not think so. Suppose you try to fake out the system by unplugging the ECT sensor and use a piece of wire to connect both ends of the plug. That would give zero resistance readings and indicate that the engine is very hot. Be careful, the fan may start up at anytime. Stupid computers!
A no start may be fuel related, which may not throw a code... did you listen for the fuel pump when the key was turned to pos II? Is there enough pressure at the end of the fuel injector rail? Did you crank the starter for at least 30 seconds?
