AC/Heater Blower motor 850 1997

The blower motor stoped running in my 1997 850GLT wagon.

Pulled the glove box out and checked current/voltage.

There is a constant 12volts (+/-) at the feed for the blower, but the fan will not run.

The blower motor ran when I put 12V high amps put to the motor.

Also, there was a burnt electronics smell when the unit was not working.

Does anyone know where the blower resistor pack is located?

Any that it could be the circit board that is the problem?
