Can Seat Back Cables Be Cut? 850 1995

My seat backs are not going forward or reverse. I hear the motor running so I know that's okay. I read on one of these Volvo forums that the cable gets stretched and can be cut down and fit back into the motor again. Is this true? If yes, does anyone have any instructions on how to do this? I've seen the instructions on Bay 13 for a complete cable change but nothing for cutting down the cable. If I can save $$$ by cutting the cables down I'd be happy. Any help will be greatly appreciated!!!!
