Disable Turbo on 96' 850

Has anyone disabled the Turbo on one of these cars? Not because there is anything wrong with it, I am just trying to slow the car down for my teenage son. My other option is to sell the car, but I really prefer to just back the HP back down to a NA model or less. I don't want to remove it, just disable it. I can make the modification permanent, whatever I do, so he can not hook it back up. I am thinking about just disconnecting the vacuum line or remove the wastegate rod and locking it in it's current postition. Of course the concern is triggering a MIL or not passing emmissions. Any thoughts before I just start trying it my self?
