rpm's very low while braking to a stop S70 2000

Appreciate the suggestions!

I brought the car in for the ETM upgrade and throttle cleaning and the issue still continues. It almost stalls so maybe now i'm swaying more to being the converter clutch getting stuck. Is a volvo dealer the only ones that can do a software upgrade(torque converter lockup) or can other shops(volvo specialists) do it also?
