Passenger Windshield Wiper Not Moving 850 1994

Hello,
Last night my windshield wiper on the passenger side stopped working. It is presently fixed in the off position. The wipers were on and working and they got stuck together (presumably though not definitely because the passenger side wiper started moving more slowly or not at all). I pulled over. Turned off the car and manually lifted the blades off the windshield and rotated the passenger side wiper to the resting position. Did not encounter much resistance when I did this. It hasn't worked since. The driver's side still works fine.

Any suggestions about how I can try to fix this on my own? Rain is starting to fall regularly here in SF Bay area and my wife drives the car to work. Need to get it fixed ASAP.
