Fuel Filler Lock problem V70-XC70 2002

I am in need of some help.
My 2002 V70 T5 has a problem whereby the locking pin from the lock motor on the fuel filler cap won't lock, the pin flicks but does not move sufficiently to pass through the loop on the fuel filler door. I have taken the lock mechanism off, opened it up and found that the plastic gear had lost a tooth so wouldn't move, but thats not the end of it. I replaced the gear from another lock which fixes that but when I pluged the motor back in and actuated the lock with the remote the motor does not turn, it will only turn on the unlock.
I have hooked the little moter to a battery (only 4.5V) and found it will work on both polarities one forward and one reverse, but not when hooked to the car with the proper connector. This would lead me to belive this is a problem with the control of the motor and not the motor itself.
A friend of mine has a 2001 V70 T5 with the same problem, is this common? is there a fix?

ps otherwise the car is excellent, previous car V70 2.5T Classic, both have been great.
