Leaking exhaust valve 850

I was advised today that my 93 850 engine miss is due to low compression on my number four cylinder. The cylinder pressure is by-passing both my intake and exhaust valves on that cylinder. All other cylinder comperssions are fine. The local independent volvo shop is advising me to rebuild the head to the tune of approximately $2500.00 for the complete job. This is provided my head is not cracked or the number goes up from there.

Is this a normal going rate for this job? It seams high to me.
