horrible windshield wipers 850 1995

My wipers have not had this problem, except when I got caught without winter blades and the wipers froze up. Maybe the arm is bent a bit, I would try that, and make sure they are tight. New blades are a good idea, a year and they are shot, no matter the amt. of usage.
