Horn Fuse Blows when starting engine V70-XC70 2000

XC70 2000

Key in accessory position Fuse/horn/wipers OK.

If I turn the key/start engine, the fuse blows.

Once engine is running, if I install a new fuse, horn and wipers are OK.

Once I restart engine, the fuse blows.

If I disconnect the horns, the fuse is OK at all times.

Installed new horn switch repair kit from Grotton, no change.
