Horn Fuse Blows when starting engine V70-XC70 2000

Interesting, the starter causes the horn fuse to blow. Check the ground to the starter, make sure it is clean with good contact.
The electrical portion of the ignition switch may also be at fault, when the starter is engaged all power from the horn and wipers is supposed to be cut off - not overloaded.
