Cruise control issue V70-XC70 2002

Hey all,

I've got a 2002 V70 2.4T, with an automatic transmission.

If I use the cruise control when I'm driving slower than about 60km/h (or about 40 miles/hour), the transmission downshifts so the engine does about 2000 rpm. When I turn the cruise control off again and hold the throttle, it upshifts again so the engine does about 1500 rpm. My 1992 965 never did this.

I guess this is the 'overdrive' that doesn't work with the cruise control on at a speed below 60km/h or so. Is this normal, and can it be changed? Because I do more city than highway driving, I thought changing this should result in a better fuel economy.
