In my case, it was the Brake switch S70 1998

Look carefully at the brake pedal. Above it there are 2 switches:
- one that controls the REAR light to warn motorists behind you that you are braking
- the other switch is the one controlling the Cruise System. Over time the tip of the switch wears down and the switch is on ALL THE TIME, therefore the Cruise System cannot engage. The quick fix is to bend the steel bracket that holds the switch UPWARD a bit (1-2 mm), this should fix it.
I last did this 5 yeras ago, still fine now.
