fuel milage dropped from 26 to 22 mpg V70-XC70 1999

I suppose it's time for this old rwd to wake up to the new world. :)

I've got a friend's 99 v70 and can claim little more than general knowledge.
Don't know my fwd engines or what options are what. it's the turbo 5cyl

The flame trap and oil breather have been recently cleaned by her dealer.

Knowns:

amm is good and is clean
turbo is in good order as are hoses and cooler
no ses (or mil)
good regular maintenence
new fuel filter and air filter

That's all I can think of right off hand, but ask away my friends.
