Heh Jeff,
this may sound kinda weird but...it may be insect crap or scat as some would call it. I Used to work at dealership that was bordered by what appeared to be juniper bushes. these same spots you described used to appear on all the cars that were parked near the juniper bushes. The junipers would attract all kinds of insects but especially Wasps. they would land on the car and leave all kinds of scat or?
seems to be worse in warm weather when the insects are more active.
Juniper berries (or extract) are what give Gin it's distinct flavour. Maybe the Wasp's are just getting ripped and loose all contol of their bodily functions...
should be good for a laugh if I'm right...
