ABS Control Unit Problems S80

HELP!!! Dashboard ABS, Tracs and Check Engine lights are on. I have had my ABS Control Unit repaired and a second ABS Control Unit installed. The dashboard still lights up. After repairing my original ABS Control Unit and still having the same problem, I took the car to the local Volvo Dealership for further testing. They say the error code is 0021 indicating a problem with the right front wheel sensor. They also said that they tested all the wheel sensors and found them to be okay. The dealership maintains that the ABS Control Unit needs replacing (it's an internal fault in the Control Unit). They want to put a new Control Unit in now to see if it fixes the problem. That's a $1000 charge. Is there any other way to determine what's really going on??
