That should probably read "positive battery cable to fuse block has high resistance". It is just the cable or harness that I was speaking of and they are billing you 2 hours labor plus the part to change it. That is a fair price and is the going rate. Essentially they are charging nothing to diagnose it, which should be the case in an upsell situation, and two hours to install it.
