They are breather hoses to eliminate back pressure. You likely have dirt or something in your hoses. Having said that, it's usually the "check valve" that fails, but you said that you already replaced it. Disconnect your hoses at the check valve and activate your pump for a good minute or two and give the system a workout. You may just clean the system out by doing so.
