Discovered unattached vacuum line...where does it go? 850 1997

This weekend I pulled the ABS controller from my new-to-me 1997 850 T5 to send it off to Victor Rocha for repair. While I was in there I discovered a vacuum hose that wasn't attached to anything and I couldn't figure out where it should go.

There are two hard plastic hoses that come around the driver's side of the engine from somewhere in the front - a larger one and a smaller one, tied together in a foam sleeve. The larger one goes into the hose between the air filter housing and the turbo, close to the turbo, but the smaller one (which has a rubber elbow on the end) is not attached to anything. I couldn't see any nipples that were missing a vacuum line, but I can't imagine that this line isn't used either. Help!
