New Coolant Reservior Tank S80 1999

SO, I brought my car in to get repair because it was leaking Coolant. I found out it was the Coolant Reservoir, which as I have read it common for this to crack. Well, they told me it was a new model. And after driving it back home, I realize its leaking coolant, I open the hood, and there is 2 places for hoses to go to the radiator. one of course has a hose attached the other does not. The Repair tech comes to my place, and just puts on a rubber plug and a clamp on the other one. IS this safe? and why is Volvo doing this double hose to radiator thing?

I suggested taking both hoses and creating a y connector to it, to go to the radiator, but he thought that was a dumb idea,is it?
