A quart of oil every 3000 miles for an engine with your mileage isn't too bad at all! But try loosening the oil filler cap with the engine running. Others have said if the cap vibrates up and down it indicates some blockage in the PC system. I know from experience that the small vacuum hose on the flame trap gets clogged with carbon deposites and needs drilling out every so often. You may want to check that? Have you tried running some injector cleaner lately? It may improve your mileage.
